Strategic tasks set forth to Russian automobile industry include renovation of the domestic fleet of trucks, development of the national production facilities and attracting international manufacturers to the Russian market. There is a significant breakthrough in this sphere. The end of the year 2010 saw establishing of Scania plant in Saint-Petersburg. Last year Daimler Trucks – Kamaz and Daimler Trucks – GAZ Group joint projects were launched. The year 2011 will see establishing of a MAN plant.
Nonetheless, the service life of over 60% of commercial cars in Russia exceeds 10 years. The said vehicles do not meet any applicable European environmental standards. What is to be done in the current situation? Ministry of Industry and Trade is tackling the issue of launching the program aimed at recycling freight cars and agricultural machinery, determining the range of support and actively lobbying introduction of tax base rate dependence on the car environmental class. Besides that, since 2011 Russia will witness a tax increase on heavy freight transport and introduction of high fuel standards.
